Clare was born in 1934 in Clinton, Iowa to Martha and Clare Seifert, Sr. After living in McComb and Galva, IL, the family moved to Cedar Rapids, Iowa in 1941. Upon graduation from St. Patrick’s High School in 1953, Clare enlisted in the United States Marine Corps. He was stationed at Camp Pendleton, California, assigned to Special Services. In 1955, when he was honorably discharged, he returned to Cedar Rapids and became a trainee in the computer department at Collins Radio Company. From there he went with Iowa Manufacturing Company as an Assistant Data Processing Manager, and then as the Data Processing Manager at Cedar Rapids Engineering Corporation. He and the former Elaine Anderson were married in January 1956, and in 1963 he moved his family of five children to Des Moines, to become the Branch Manager with Wright Line Corporation, a Worchester, Massachusetts manufacturer of computer accessory equipment. In 1966 he was hired by Kee Lox Manufacturing of Rochester, New York, as their sales representative for central Iowa. They manufactured computer and office supplies, and he was eventually a Branch Manager and then National Computer Products Manager, traveling to branches throughout the United States. In 1976, after a change in ownership of Kee Lox Manufacturing, Clare, with his wife, started Seifert Ribbon & Carbon, Inc. also selling computer and office supplies. They developed customers in seventeen states, and built a building in Clive, Iowa to house Seifert Ribbon. In 1996 they closed the business and retired to Sun City Summerlin in Las Vegas, Nevada.

Clare was a member of St. Augustin Catholic Church in Des Moines for thirty-three years, and all of his young people attended St. Augustin School and Dowling High School.
