The 2013 Joe Lukehart Professional Service Award was presented to Jeffery Mark, City Administrator for the City of Altoona. The award was presented on Thursday, March 21, 2013, as part of an awards banquet at the Iowa Municipal Management Institute at the University of Iowa.
About the Award
The Joe Lukehart Professional Service Award was created to recognize outstanding contributions to the development and support of the city management profession in Iowa. This award is named in honor of Joe Lukehart, who served as President of the Iowa City Management Association in 1981-1982. Joe served as City Manager in Webster City from 1974 to 1982 and played an instrumental role in enhancing the professional development efforts of Iowa’s city managers and assistants. Throughout his career, Joe untiringly demonstrated his deep commitment to the city management profession, the manager form of government, and his colleagues in the Iowa City/County Management Association. During his tenure as President, the association reviewed the mission and established plans for enhanced development programs and membership services and thereby, initiated what has become an ongoing process.
The award is presented to individuals who have promoted or enhanced the city/county management profession in Iowa, and who have made outstanding contributions to the Iowa City/County Management Association. Additionally, the award is given to individuals responsible for promoting the professional development of Iowa’s City/County Management Association, and is presented during the Iowa Municipal Management Institute. The Joe Lukehart Professional Service award is not presented on an annual basis since it is designed to recognize exceptional contributions to the development of the city/county management profession and the state association.
About the Award Winner
Jeffery Mark has been serving in local government administration for over 25 years. He began his career as an Assistant City Manager in his hometown of Indianola from 1987-1993, followed by service as Warren County Administrator from 1993-1996. He assumed his current position as City Administrator in Altoona in 1996. In Altoona, he has played a key role in numerous large city projects: a new aquatic center, library, police station, fire station, water plant, connection to the Des Moines Metropolitan Water Reclamation Authority and many other projects have come on line during his tenure. Additionally, he has facilitated a number of large commercial projects in his community, including Bass Pro Shops, construction of a new Northeast Industrial Park with rail spur and expansion and new hotel at the Prairie Meadows Racetrack & Casino.
As an active and engaged member of the Iowa City/County management Association, he has demonstrated his commitment and dedication to enhancing the development of city/county management in Iowa. As chair of the Association’s membership Committee, he spearheaded the Association’s initiative to develop a Member-in-Transition handbook and is leading efforts to reestablish and reinvigorate a mentorship program to assist those entering into local government management in Iowa. Jeffery Mark continues to be passionately committed to helping newer members and fostering and maintaining the integrity and professionalism of the city management profession in Iowa. Coupled with his sense of humor and positive outlook on life, he is a true asset to the profession.
